Green Bay Packers running back Josh Jacobs was fined $45,020 by the NFL for unnecessary roughness during the team's 30-14 win over the Tennessee Titans in Week 3, according to NFL Network's Tom Pelissero.

Josh Jacobs is appealing his $45,020 fine — his first since the NFL warned him and a short list of other players before the season that future safety violations could lead to a suspension.

Jacobs was fined twice for use of helmet in 2023; one was rescinded and the other reduced. https://t.co/L1RZ5V4BYK

The fine stemmed from a 10-yard run in the fourth quarter of the game, as Jacobs lowered his helmet to initiate contact with Titans safety Quandre Diggs. No flag was thrown after the tackle was made on the play.

Jacobs wasn't the only player to receive a fine for an impermissible use of helmet in Week 3, as Dallas Cowboys wide receiver CeeDee Lamb was fined $22,511 after he was tackled in the first quarter of the team's 28-25 loss to the Baltimore Ravens.

The illegal use of helmet rule was introduced in 2018 and expanded in 2023.

The rule states that a player commits a foul if they lower their head and make "forcible contact" with their helmet against an opponent. Players would also be breaking the rule by using any part of their helmet or facemask to make forcible contact with an opponent's head or neck.

However, the rules do not prohibit "incidental contact by the mask or the helmet in the course of a conventional tackle or block on an opponent."

While Jacobs appeared to initiate contact with his helmet, it's still a hefty fine for a play that didn't result in a penalty at the time it occurred. The veteran running back now has the highest fine amount for a single play out of anyone in the 2024 season so far, per Spotrac.

According to the NFL's fines and appeals schedule, impermissible use of the helmet incurs a $22,511 fine following a first offense and $45,020 for a second offense.

After spending the first five years of his career with the Las Vegas Raiders, Jacobs joined the Packers on a four-year contract worth $48 million in March.

His first season in Green Bay has started strong, as he's racked up 278 rush yards on 62 carries through three games.

Jacobs has also added 25 yards and a touchdown as a receiver, helping the Packers secure a 2-1 record despite the absence of starting quarterback Jordan Love throughout the past two weeks due to a knee injury.
